摘 要
本文概述了城市化对环境造成的压力、环境问题的严峻性以及政府作为公共管理者在城市环境建设中的核心作用。详细分析了政府在城市环境建设中的多重角色，包括政策制定与执行、环境保护设施建设、环境监管与执法等方面。本文揭示了政府在城市环境建设中面临的问题，如政策缺乏前瞻性、执行力度不够、设施建设滞后、运营效率低下、法规不完善及执法不严等。针对这些问题，本文提出了一系列对策，包括完善政策制定与执行机制、加快设施建设与运营步伐、加强监管与执法力度以及拓宽公众参与渠道与加强宣传等，旨在促进政府在城市环境建设中发挥更加积极、有效的作用。本文的研究不仅丰富了城市环境建设理论，也为政府实践提供了有益的参考和借鉴，对于推动城市可持续发展具有重要意义。

Analysis and research on the role of government in urban environment construction
Abstract
This paper summarizes the pressure caused by urbanization to the environment, the severity of environmental problems and the central role of the government as public manager in the construction of urban environment. The multiple roles of the government in urban environment construction are analyzed in detail, including policy formulation and implementation, environmental protection facilities construction, environmental supervision and law enforcement. This paper reveals the problems faced by the government in the construction of urban environment, such as the lack of forward-looking policies, insufficient implementation, lagging facility construction, low operational efficiency, imperfect laws and regulations and lax law enforcement. In response to these problems, this paper puts forward a series of countermeasures, including improving the policy formulation and implementation mechanism, accelerating the pace of facility construction and operation, strengthening supervision and law enforcement, broadening the channels of public participation and strengthening publicity, so as to promote the government to play a more active and effective role in urban environmental construction. The research of this paper not only enriches the theory of urban environment construction, but also provides useful reference for government practice, which is of great significance for promoting urban sustainable development.
