摘要
随着全球基础设施建设的加速推进,工程项目作为推动社会经济发展的重要引擎,其决策质量直接关系到项目的成败与效益。然而,在实际操作中,工程项目决策失误的案例屡见不鲜,不仅导致巨额投资损失,还可能引发工期延误、质量不达标、环境破坏等一系列问题,给社会、经济和环境带来深远影响。这些决策失误往往源于信息不充分、风险评估不足、决策程序不规范以及利益相关者之间的冲突等多种因素。因此,本文旨在探讨工程项目决策失误的原因及其预防对策。首先,通过文献综述和案例分析,系统梳理了工程项目决策过程中存在的信息不充分、风险评估不足、决策程序不规范以及利益相关者冲突等主要问题。随后,针对这些问题,提出了加强信息收集与分析、完善风险评估体系、规范决策程序与责任以及强化利益相关者沟通与协调等具体对策。本文认为,通过综合运用这些对策措施,可以有效提升工程项目决策的科学性和准确性,降低决策失误的风险,为工程项目的顺利实施和预期目标的实现提供有力保障。

Abstract
With the acceleration of global infrastructure construction, as an important engine to promote social and economic development, the quality of its decision-making is directly related to the success or failure and benefit of the project. However, in practice, the cases of project decision-making mistakes are common, which not only leads to huge investment losses, but also may cause a series of problems such as construction delay, substandard quality standards and environmental damage, which brings far-reaching impact on the society, economy and environment. These decision-making errors often result from various factors, such as inadequate information, insufficient risk assessment, irregular decision-making procedures, and conflicts among stakeholders. Therefore, this paper aims to explore the causes of project errors and their preventive countermeasures. Firstly, through literature review and case analysis, the main problems such as insufficient information in the project decision-making process, insufficient risk assessment, irregular decision-making process and stakeholders holder stakeholders. Subsequently, in view of these problems, specific countermeasures are put forward, such as strengthening information collection and analysis, improving risk assessment system, standardizing decision-making procedures and responsibilities, and strengthening stakeholder communication and coordination. This paper believes that through the comprehensive use of these countermeasures, it can effectively improve the scientificity and accuracy of the project decision-making, reduce the risk of decision-making error, and provide a strong guarantee for the smooth implementation of the project and the realization of the expected goals.
